The Supreme Court of Appeal has dismissed an application by Home Affairs Minister Aaron Motsoaledi to appeal a Gauteng High Court in Pretoria judgment declaring the termination of the Zimbabwean Exemption Permit programme to be unlawful, unconstitutional and invalid.
